Given the acute conflict situation that has developed after the fraudulent elections, realising all the threats to the security of the citizens, the state and its economy, we urge all political groups to put aside their personal ambitions and unite all progressive forces to take urgent measures to ensure a peaceful transition, to prevent the further spread of violence and destabilization in the country.
We call on all political forces to act within the framework of the constitution to start the process of legitimizing the post-election situation and the peaceful transition of power in accordance with the Constitution of the Kyrgyz Republic and its international obligations. We understand the legitimate demands of the protesters who do not agree with the use of administrative resources and falsification of the elections results, the violent use of rubber bullets, tear gas and stun grenades by law enforcement agencies, when a young activist Altynbek uulu Umutbek died at the age of 19 and over 600 people were injured, more than a hundred of them are in hospitals.
In order to avoid large-scale casualties and a deep crisis in the country, today we expect the following:
- Voluntary resignation of the President of the Kyrgyz Republic Sooronbay Jeenbekov and the Chairperson of the Central Electoral Commission (CEC) of the KR Nurjan Shaildabekova;
- Convening an emergency meeting of the Jogorku Kenesh of the KR to organize legitimate procedures for the transfer of power in the transition period in accordance with the Constitution of the KR;
- Urgent consultations with international organizations, such as the UN, EU, OSCE, diplomats at the MFA of the KR with the participation of State Agency for Local Self-Government and Interethnic Relations of the KR, the National Council for Human Rights of the Government of the KR, national human rights institutions, such as the Ombudsman, NCPT of the KR, the working group on promotion of the UN Security Council Resolution 1325 and leaders of all political parties and civil society activists;
- Prevention of corporate raiding, protection from crime, protection of private property, state institutions, strategically important objects, property of citizens in Bishkek, Osh, and in the regions;
- Provision of truthful information about current events in all media, especially on national TV and radio;
- Ensuring the safety of journalists, human rights defenders, volunteers and activists in times of crisis, these are the people who are constantly in sensitive areas;
- Ensuring transparency of decision-making at all levels of political groups, inviting the mass media, TV and radio, as well as representatives of civil society to widely participate;
- Providing assistance to all persons injured on the night of 4-5 October 2020, who are in hospitals, providing assistance to the family of the deceased young activist;
- Development of an anti-crisis action plan to prevent the second wave of the pandemic and ensure food security for vulnerable groups of population of the KR before the winter cold;
- Return of all those who illegally left prison, as the release of prisoners should be based on court decisions;
- Release of prisoners with special needs from closed institutions according to the Mandela principles in conjunction with national human rights institutions;
- Conducting lustration in accordance with international principles and criteria.
Reasons for large-scale protests of citizens on the night of 4-5 October 2020:
Before the parliamentary elections, citizens, who did not see an adequate reaction of the Kyrgyz authorities in response to the results of journalistic investigations on transnational customs corruption in Kyrgyzstan, understood the tragic outcome and the subsequent destructive impact of the results of the elections on 4 October 2020 on the future of Kyrgyzstan.
Post-revolutionary crisis: Citizens of the country see the illegitimate process of struggle for power between ex-officials, representatives of the nomenclature and family and clan groups that go beyond the constitutional field and create obstacles to equal participation in the decision-making process for women’s leaders, new youth and political parties.
Citizens are concerned about the political chaos, which is unmanageable and very dangerous for maintaining peace and favorable atmosphere for the decision-making process of key democratic groups including young people and women.
Post-COVID life: We suggest that all people who claim power go to the hazard areas, where citizens live in poverty and despair without any work or help, where people are forced to look for sources of income. We are concerned about the fact that winter cold is approaching, as well as the issue of food security and poverty.
